A potential $449 million school bond measure in Mesa, Arizona, is being criticised by education analysts due to concerns about the state's largest school district seeing an enrollment decline. Prop. 419 would contribute roughly a third of the $1.4 billion in funding for the district's capital needs. The district plans to use an 81-cent tax on $100 of home value to fund the project, which could result in an annual $170 increase on property tax bills. Katie Ratlief, executive director of non-partisan research organization Common Sense Institute of Arizona, said that Mesa's buildings can house 25,000 more students than they are educating. She also suggested that the city and district should consider broadening their facility sales in the future.
