John Lewis Kai, an alleged dog breeder, has been arrested in Arizona after multiple dead and starving dogs were found in converted apartments. Police and Humane Society officers found feces and urine throughout the two units, with nine underweight dogs rescued. Two tenants who live in the converted home reported seeing the abuse and called police. Kai was taken into custody on 16 counts of animal cruelty, including one related to killing an animal. The dogs are now in the care of the Humane Society.
