John Kavanagh, Arizona's Senate Majority Leader, is pushing to expand the controversial $1 billion Empowerment Scholarship program, which allows families to use public education dollars for private schooling, homeschooling expenses, and other education-related costs. Despite a 12News investigation of questionable spending and calls for greater oversight, Kavanag is backing legislation to allow ESA students to participate in sports teams and extracurricular activities. The bill would require public school districts to reimburse districts for the prorated cost of participation. Kavanaghan and other Republican lawmakers control the Legislature and are also seeking to tie the future of the ESA program to teacher pay raises.
